With reference to your paragraph 3, the system of binding annually and retaining at Government House the originals of the despatches from the Secretary of State was the custom which I found to be in existence here, as I believe it is in most other Colonies. The duplicate copy is included with the file to which it belongs in the Secretariat. The existence of these volumes of despatches at Government House gives a good deal of reference to the Secretariat and the carrying backwards and forwards of bulky volumes.
